The European Rising Innovative City award targets towns and cities with populations between 50,000 and 249,999 inhabitants in EU Member States or Horizon Europe Associated Countries. The winning city receives EUR 500,000, with two runners-up each receiving EUR 50,000. Applications are assessed on six pillars: Experimenting (test-bed capabilities), Escalating (ecosystem and SME support), Ecosystem building (synergies), Expanding (replication and role modeling), City innovative vision (strategic planning), and Citizens' rights (democratic and social cohesion).
