The Dream Fund awards a single £5 million grant to innovative, original projects with a clear charitable purpose. Applications must be from two to four separate organisations, with the lead partner being a registered charity in Great Britain, and projects must last between one and five years.

Lead partner must be a registered charity (Charity Commission for England and Wales or OSCR) with annual income at least £5 million. Partners can be charities, companies, universities, local authorities, research institutes, or not-for-profit organisations. Applications from organisations in Scotland, England, or Wales for projects in those regions. Organisations can submit up to two expressions of interest as lead or partner.
