Alliances must comprise at least 3 German legal entities (e.g., Verein, GmbH, GbR) with a German address and operational focus in Germany
Partners must include representatives from: 1) art/performance sector, 2) educational/social institution (e.g., school, daycare), and 3) municipality/local business
Performing arts protagonists are eligible as alliance members
Individuals cannot apply directly - must be part of an alliance
Alliance partners must provide own contributions and sign a cooperation agreement
