Eligibility criteria

Single startups, SMEs (including spin-outs), and individuals intending to launch an SME established in EU Member States or Horizon Europe Associated Countries
Small mid-caps (up to 499 employees) are eligible for investment-only and blended finance
Non-EU/non-associated applicants must relocate to an eligible country before submitting a full proposal
UK entities are eligible for grant-only funding only (excluded from equity/investment components)
Grant-only support is limited to once per beneficiary under Horizon Europe
Innovation must be at TRL 6–8 for grant components or TRL 9 for investment-only
Maximum of three unsuccessful submissions permitted per legal entity under Horizon Europe framework
Only one active application per entity is permitted at any time
